The Bank is a building whose lobby contains 6 Wall Safes and a vault with 12 more inside.
As of A15, an easy way to loot the bank is to craft 2 TNT and detonate the first bomb right in front of the Vault Door. The explosion will also unlock the two adjacent Wall Safes without damaging them. Then place a block in the center of the vault and place the second TNT on top of it. The explosion will unlock all 12 Wall Safes inside the bank vault. Exploding the Sedan in the driveway with a Gas Barrel from the nearby Gas Station will sometimes unlock the Wall Safes below the window. The cash registers can contain a couple Duke's Casino Tokens.
Currently the only Bank is in Perishton in the northwest section of the city. In Alpha 18 the bank name and layout for Navezgane was changed. It is now called Piggy Bank and it has fewer safes/loot.
