As of 12.4, sneak mechanics regarding bears is broken. Even if a bear sees you and comes charging at you while you are crouching, the eye "crosshair" remains "undetected". However, it also applies to double damage when sneaking. The best way of killing a bear so far is to backpedal and shoot arrows at it, crouching before every shot. This way every arrow will deal double damage - 4 arrows to the head from a mid-level bow are generally sufficient to take down a bear.

I can confirm that an aggravated bear will not change the sneak mechanic from 'Undetected'. Due to this, be wary of bears if you hear them but do not see them as they could attack without a HUD warning.
