Tools vs weapons

What do you think about removing tools like gardening hoe, picax from tool weapon section, yes they can be used as weapon but are not really designed for it. They do not do high damage of axe or clubs. and are expansive in crafting it is cheaper to craft club and will be better weapon therefore putting everything that does some sort of damage as weapon isn't the best idea. Look at mincraft pic, hoe etc does damage but isn't listed in weapon section.
